The proposal seeks to mitigate psychological risks by requiring companies to detect signs of addiction or extreme emotional states in users, intervening when necessary. Additionally, the regulations strengthen control over data security, algorithm review, and compliance with "fundamental socialist values," prohibiting the generation of content that could threaten social stability or national security.
