Beijing recently unveiled key policy documents for the upcoming 15th Five-Year Plan (2026-2030), signaling a major shift in the country's economic and technological strategy. The focus has moved from simple industrial growth to New Quality Productive Forces, which prioritizes humanoid robotics, 6G telecommunications, and quantum computing. A significant part of the 2026 agenda is the Dual Control system, which marks the first time industries face binding caps on total carbon emissions rather than just energy intensity. This is part of a broader push to reach peak carbon emissions by 2030 while modernizing the domestic manufacturing sector.
