The 15th Five-Year Plan Continues To Grow.

During the annual Two Sessions parliamentary meetings in Beijing this month, the Chinese government officially ratified the 15th Five-Year Plan (2026–2030). This blueprint signals a historic shift in the nation's economic philosophy. For the first time in decades, the annual GDP growth target has been set at a more modest 4.5% to 5%. Leadership emphasized that high-quality development focused on sustainability and technological depth is now a higher priority than rapid expansion. A major pillar of the 2026 budget involves a strategic pivot to offload local government debt. The plan aims to shift capital away from traditional concrete-heavy infrastructure and toward stimulating domestic consumption and new quality productive forces. The plan earmarks significant state funding for breakthrough research in integrated circuits, quantum computing, and 6G communications to ensure a self-reliant industrial chain.
