Real Estate Overhaul In Nuevo León.

In the northern state of Nuevo León, a significant reform to the Local Civil Code is set to take effect on March 17, 2026, specifically targeting the pre-sale real estate market. The new law provides legal certainty for buyers of unbuilt properties (apartments, houses, and industrial units). Developers are now legally required to hold valid construction licenses before accepting offers. If a project is denied or a license expires, buyers now have an inalienable right to a full refund plus 9% annual interest, providing a safety net in one of Mexico’s fastest-growing real estate hubs.
