South Korea has moved to the forefront of global tech regulation with the implementation of the Framework Act on the Development of Artificial Intelligence (the "AI Basic Act"), which took effect in late January. This law is one of the first in the world to combine industrial growth policy with strict risk-management obligations. Notably, the Act has extraterritorial reach, meaning it applies to international companies whose AI tools affect the Korean market or its users, signaling Seoul's intent to become a leading, yet regulated, AI power.
