Partial Lift Of Suspension On People’s Initiative.
The Commission on Elections (Comelec) has partially lifted the suspension on rules regarding people’s initiative proceedings, which had been in place since early 2024. Under Resolution 26-0223, the poll body will now accept signatures for initiatives related to proposed national or local legislation. However, the commission maintained a strict ban on any initiatives seeking to amend the Constitution. Chairman George Garcia clarified that while legislative petitions can proceed, the rules for constitutional changes remain suspended to ensure a measured and transparent process.
