In a significant departure from its post-war stance, the Japanese government officially adopted a new Science and Technology Basic Plan on Friday. For the first time, the plan explicitly calls for the development of dual-use technologies—innovations that serve both civilian and military purposes. With a massive investment target of ¥180 trillion ($1.2 trillion) through 2030, the Takaichi administration is designating AI and semiconductors as national strategic technologies to bolster economic security against regional tensions.
