Demographic Quiet Emergency Births Fall Consecutive Year.

Preliminary data released by the Health Ministry in late February 2026 reveals that Japan’s annual births have reached a new record low, totaling just over 705,000 in 2025. The number of births is dropping 15 years faster than government models projected in 2023. The natural decrease (the gap between births and deaths) reached a record high of nearly 900,000 people last year. Prime Minister Sanae Takaichi has labeled the trend a quiet state of emergency. The government is currently implementing a 3.6 trillion yen childcare package, which includes removing income caps on child allowances and increasing pay for childcare workers. While 45 of 47 prefectures saw declines, Tokyo recorded a 1.3% increase in births the first gain in nine years attributed to localized dating initiatives and a post-pandemic wedding boom.
