Cities like Monterrey and Querétaro are seeing massive industrial growth, but local residents are facing stricter water rationing. The government is currently debating a new federal mandate that would require high-consumption factories to fund massive desalination plants or deep-well restoration projects to ensure the local population isn't left dry while the economy grows.
