Oplan Kontra Baha Pivot.

Following a series of ghost project scandals in 2025, the Department of Public Works and Highways (DPWH) has launched a total overhaul of its flood management strategy. The 2026 mandate, dubbed Oplan Kontra Baha, shifts away from traditional concrete dikes toward a more integrated, nature-based approach. For the first time, large-scale infrastructure projects are prioritizing water impounding features designed to store excess rainwater for use in irrigation and aquaculture during the dry season. Progress continues on the Davao City Bypass Road, which features the country’s first long-distance mountain road tunnel. Targeted for completion in early 2026, it is expected to slash travel time between Toril and Panabo significantly. By utilizing the new Construction Materials Price Data (CMPD) system, the government has reportedly reduced asphalt and steel costs by up to 50%, redirecting the savings toward 1,600 km of new concrete roads this year.
