Tensions remain high as the Philippines continues its "hard balancing" strategy against China. Following recent confrontations at Scarborough Shoal, the Philippines and the U.S. conducted a Joint Maritime Cooperative Activity in the West Philippine Sea to demonstrate regional security ties.
