Universities Open Doors to Global Talent.

Facing a record decline in its domestic student population, Japan’s Ministry of Education (MEXT) announced a landmark policy shift on February 17, 2026, to internationalize its higher education sector. Three major national universities Tohoku, Hiroshima, and Tsukuba have been granted special permission to raise their international student intake beyond previous government-mandated caps. The number of young people reaching adulthood in Japan hit its second-lowest level ever this January. By attracting more overseas talent in science and humanities, the government hopes to maintain Japan’s research competitiveness and fill future labor shortages. For the first time, these universities are adjusting tuition structures, with some raising fees for international students to reinvest in high-quality campus facilities and English-language programs.
