The "Balcony Solar" Movement Hits the State Legislature.

As of late February and early March 2026, a new grassroots energy movement is taking hold across the islands: Plug-in "Balcony" Solar. These small-scale solar units (typically under 1,200 watts) are designed to be placed on a deck or balcony and plugged directly into a standard wall outlet. Lawmakers in Honolulu are currently debating legislation to exempt these small units from complex "interconnection agreements" with utilities, potentially opening solar access to renters and those who don't own their own roofs. With electricity rates reaching record highs (nearly 39.9 cents per kWh this year), residents are turning to these "DIY" systems as a way to take immediate control of their household energy costs.
